With what little info you've given I'd say his gas station won't work for him long term.
You can't operate that way and stay business very long. You MUST take care of your customers.
Maybe by the next time you go he will realize he screwed up and make it right.

You did the right thing AND have a good heart about it. It's possible he wasn't thinking and just charged because that is habit.

I know a guy that owns a gas station that I frequent because he is a friend, not close and maybe more of an acquaintance but I still call him a friend so and I want him to do well. Answered! Let it go, and know you did a good thing.
