I do security work for FEMA on the weekends and it doesn't look like they've had any for sale lately but if they do it has to go through the GSA auction site listed above. What happens is that when they sell, someone will often buy a lot of them and then resell at for a profit. If you can find someone that bought a lot, that is your best bet but you will be paying more than if you bought it directly from FEMA.
Lord, please help us get our nation straightened out.
