You could get in on a good KY/IL lease for that much and hunt all year and have a GREAT chance at a 140.

You won't get a better odds hunt for 140+ anywhere else. I'd look in the Edwards Plateau region. Little cheaper than south Texas and bigger deer than the hill country outside fences

Forget that, for 4k I would much rather go elk hunting I didn't see where he asked for opinions on what he should do with his money. I think he just asked where he could kill a free range 140 for 4k

South Texas ( 2 hrs or so South of San Antonio- Webb, Dimmit, Frio or LaSalle counties)- $4,000 will get you up to a 150" buck in a lot of places. Go thru Pearsall Tx while there and check out the Los Cazadores Big Buck Contest.
South Central KS ( Comanche,Barber, Kiowa Counties)- $3500 will get you whatever you want to shoot in a lot of places.
All good trips.
and you will normally be done with Rut either place by Christmas.
