Someone bought the piece of land behind us last year. Since then he has built a metal building for his Motorhome and boat. Since then my neighbor and I now have a drainage issue.Water from his building and built up lot now drains on us instead of flowing to the drainage ditch. Not sure what my rights are. Not enjoying holding water for a few days until the ground absorbs it up.

Sounds like you need a French drain and a catch basin or two installed.

If you need want to know your rights, listen to Bowfool and if you need a drainage solution listen to turkey_neck. Those are 2 of many possible drainage solutions and if you need an engineer to assess and design a grading & drainage plan let me know, I'll help ya out.

You can check with the city or county inspector , most contractors have to put up a silt fence when they move dirt for that purpose . He will have to fix it if its a problem for joining land owners.

Checked with the Inspector today. He said everything passed and any water coming from his land was not coming from his land. So not much leg to stand on there.It flows through like a river to the point my neighbors cut out a section of their flower beds because the kept washing away when it would rain.

Something changed, and that coincided with your neighbor's additions. Hmmm. You should be able to figure it out yourself if you can catch a good rain in the daylight. Where are you located?

You can also find a way to turn it back toward said neighbor and make it pool on his land. May take some topsoil but may help make your point

St Clair Pell city limits. I watched it flow from his land onto ours. It was a natural flowing from our land away across to the ditch by the roadside. Now he built up the land for his building and that acts like a dam not allowing the water to flow but back up on to ours.

I was just wondering where you were. The building itself eliminates what the soil used to adsorb and redirects flow. It sounds like what the inspector is saying is that the water is 'crossing' this guys land and he redirected it, but did nothing wrong or against code. I looked at the website and Pell City did not list an engineering dept so the stormwater may all be managed by the county engineer. I would at least talk to the engineer over storm water and get him to come out an look. If they cannot assist with the work maybe they can direct you in the best action.

Check the city code most city planning and zoning codes have regulations regarding development of property and runoff effects.
