One of the first and main differences between a criminal and a terrorist is that criminals commit their act with the intentions and hope of getting away. Terrorists commit their acts with no concern over whether they get away or not. This is a general statement and not always true in either case. They were soldiers on a mission, plain and simple. Multiple clean single shot kills, mass casualties and destruction achieved, pre-planned attack, execution, and exit strategy. The last part didn't work. In my opinion, this looks like a distraction play but with the Russians deception often goes several layers deep.

He told them Ukraine paid them. I guarantee that is what comes out. Doesn't matter if he really said that, that's what Putin will use to gain leverage. But.. Rest assured if it wasn't Ukraine, they will also pay dearly along with Ukraine.
Character is not developed in moments of temptation and trial. That is when it is intended to be used.

If they had a well thought out escape plan then the likelihood of them being Muslim Terrorists has gone down.
