Other countries like Russia and China, have to look at stuff like this and KNOW that as long as they have the type of oppressive governments that they have and we have the free society that we have that spurs this kind of innovation, they will never be able to catch up to us technologically.

China does not want any creative thinkers of any kind. They are difficult to control and have to be executed to often. Its best for them to let other countries do the creative part and then they just steal and copy it. Saves a lot of time and money, very practical.
China says "Hey America go ahead and conquer Mars, once you have the place developed we'll buy it from it you! Good Business friend!".
