China does not want any creative thinkers of any kind. They are difficult to control and have to be executed to often. Its best for them to let other countries do the creative part and then they just steal and copy it. Saves a lot of time and money, very practical. China says "Hey America go ahead and conquer Mars, once you have the place developed we'll buy it from it you! Good Business friend!".
