It's a press of some sort, you push what you're pressing down inside with that round piece laying on top. The long handle works the press. I think.

From the looks of that thing laying on the top of it: I would say that it is a dildo maker from ~1875-ish. Women were tougher back then.
You should see the stone one's from ancient Russia. They might be the real reason mammoths went extinct.

Oat crimpers I've seen have knurled wheels inside. Which makes sense, I don't see how those screws would do the work crimping anything . Doesn't look like a press either.
Upon further review , I think it's a home built grain flacker.

I'd have to see it in person and look at how it discharges... I'm guessing it was used to grind a little chicken feed I would not throw it away but it probably isn't worth anything it's a homemade contraption.
No government employees were harmed in the making of this mess.
