Georgia's program does actually give a decent benefit for good students and college. Its still not enough for 100% of college but it does off-set a good bit.


My two step-brothers both graduated from state universities in Georgia with only modest out of pocket expense and no student loans because they had good grades going in and kept a B or higher average all through their 4 years. It worked out great for them.
