On what grounds? What’s the logic behind the ruling?
My assumption is they determined the Federal government is responsible for maintaining national borders. Normally that wouldn't be a problem if the people running the federal government used any common sense at all. My guess is the conservatives that voted in favor of the federal government probably were worried about the law of unintended consequences if they set a different precedent by voting otherwise.

Texas needs to keep on keeping on. Draw a line. Why? If federal government refuses to do their duty, then any state should do what they need to do as their secondary responsibilities. Then send an invoice to Washington.

The liberal judges most likely didn't look at this as a case of the federal government "refusing to do their duty", they probably thought the federal government was in the right to begin with.
I'm not saying I agree with them, I'm just speculating on what their reasoning was behind the ruling, which was the question that was asked.

Both are generally considered to be "conservative judges", especially relative to the others with whom they voted

There are rumors that he liked to vacation on a certain island from time to time.........who knows if that's accurate or not, but even if not, someone somewhere obviously has incriminating evidence on him about something

I understand the reasons for the bad decision. I'm simply saying that it's way past time for states within the constitutional Republic to step up and enforce current federal laws when the federal government refuses to do so. Refuses. 50 independent states joined a union. By God, Texas has a right to secure its own border. If the feds refused to deliver mail within a state, well that state should be able to deliver mail within its own borders if it saw fit. This isn't usurping federal government responsibilities it picking up the dropped (on purpose) ball. FJB!
