If your gun case has keyed locks built in do you still have to use padlocks also. Yes, you do not want TSA to have access w/o you present.

TSA will NOT open a gun case if there is a known fire arm inside. They will inspect the firearm in front of the owner during the firearm declaration. If there is an issue after this the passenger will be called back to the ticket counter to assist in the resolution of the issue. If the passenger does not return to u lock the case the firearm will not be cleared to fly.

Different airlines have different requirements for ammunition. But all ammo MUST be in some "Designed" to hold ammunition. A magazine will not be accepted as a way to secure ammo. (Primer must be protected) so a factory ammo box or a plastic box designed to hold it is fine. There are limits to the amount of ammo also. It is done by weight not by number of rds. If you plan to take a lot check with the airlines first.

If your gun case has TSA approved locks built in, you do not have to have extra locks. If they are not TSA approved locks, they are gonna ask you for your keys.
If you want to always win, never play anyone better than you!

TSA will not unlock the case. That key should never leave the possession of the owner of the case

The Delta counter at ATL and Bozeman will make you hang a lock on EVERY eyelet (mine has 4 in addition to the built in locks). The American Airlines counter in MGM and Rapid City let me by with only 2 locks, plus the built in locks.
I just keep 4 locks with my case so I'm covered. This happened to me as well. I just carry four locks and lock each eyelet at the check-in counter and put the keys in my pocket. I’ve never been asked to unlock the case by TSA. The other thing that strikes me is the ticket agent never actually touched the weapon. They ask you to sign a form certifying it is unloaded and they put the form in the case with the weapon. I guess they don’t want the responsibility of handling a bunch of different weapons. This is in Atlanta, Montgomery and Wichita.
