I'm sure this has been asked and answered, but rather than search I figure I'd ask again.
Is there a cell cam worth a flip in an area with very poor cell service? Talking 1 bar if you hold the phone up high standing on a hump in the road. What provider do you have? There's a chance another provider has better service in your area. The camera's provider doesn't have to match your phone's provider. Terrain might equalize all that though.

If your phone service is poor, the cameras service will be worse. That has been my experience anyhow My experience as well.

You need a better antenna. If you have 1 bar it should work. I have spartan and tactacams that work fine. Buy this
