I’d paint first so you don’t have to worry about getting paint on the floor. It is easier to keep off the walls when installing flooring than trying to not get paint on the new floors. This is my opinion, however, but it is the way I have done it when doing my house as well as when I used to do remodeling for a construction company.

If it's site finished hardwood you could go ahead and put the floor down , paint , then finish the floor last. All other type flooring , I'd paint first.

Depends on the flooring. Painted shoemolding or stained? Regardless I'd get everything caulked and the first coat of paint done first. Carpet will scratch the baseboard during installation.

Depends on flooring but 2Dogs got it right here. Don't want dust on new paint.
