I dint know of anything that will keep them from resprouting and not hurt anything else. In addition, you have rootstock of 15-20 foot sweetgums that will resprouting, and killing them with a POST product will be difficult just for the lack of foliage in a two foot sprout. Also assume you will want to keep any hardwoods that come up or regrow? Better strap on a backpack and do IPT, I’m not sure I know a way to do what you need to do.
If you do the things you need to do when you need to do them then someday you can do the things you want to do when you want to do them.

If not wanting to keep other hwd sprouts hit it with Trichlopyr(Garlon,Element,Remedy). If you have other hwd sprouts you’re wanting to save then your basically out of luck.

I'm not wanting to save hardwood sprouts. This spot is in the backyard of my camp and I want to be able to broadcast rye in Oct.

270, it’ll be difficult without imazapyr, which you know well, I’m sure. So seeding after that one is out. But, I think if you spray the resprouts with a roundup/triclopyr mix, you can knock them down and allow you plant. Repeat next year with any that come back. It may take a couple seasons but you can beat it down over time.
If you do the things you need to do when you need to do them then someday you can do the things you want to do when you want to do them.
