Apps, are just that. Just because it needs permissions such as the ones you listed, that doesn't mean the government is going in and seeing where you are or what pictures you've taken or who is in your contact list. There are sections in apps that USE those various functions of your phone and you are giving that app permission to use those functions since there a features within the app that uses them. Everything isn't a conspiracy doesn't mean they aint or won't in the future either. then theres the third party thing .

If the app has access to your contacts and gps, the gov't can most definitely access that info with the app. Why does the app need anything other than the ability to connect to the Internet?

I assure you I have no way of tracking you down by way of this app...I'm so good at that I don't need a dang app's help anyways!

The game wardens are not the ones writing the aps, and really wouldn"t have a clue as to anything other than what they were told. Selling contact info and other data is big money. Chuck said it wouldn't do any of that, either. Surely, he wouldn't lie, right? Right.

You can turn off your GPS in the settings on your phone. At least my droid does. Ain't made my mind up yet on the app. All them allowances you have to concede to just about every one of em makes me wonder sometimes.
