This is what I would do. I have a 99 also. Install the fuel filter, screw lid back on. Open the fuel bowl drain, cycle the key several times. If no fuel drains out, then either: 1) the pump has lost its prime 2) the pump is not working 3) the lower pickup screen in fuel tank has broke off 4) the 2 prefilter screens in the fuel tank assembly are clogged. Solutions: 1) fill tank up at least half way, blow low pressure air (20-30#) into filler hole while cycling the switch to prime pump 2)buy a new pump (easy to install) 3) drop tank and replace 4) drop tank and pull the assembly apart to clean prefilters. The fuel bowl will not allow fuel to enter unless a filter is in place with lid screwed down or you push down on filter. No way to "crack" these injectors as the fuel to them runs through the head. The fuel regulator is downstream of the filter. 10-4. Will give this a try. Thanks Wes.

I've had similar experiences with diesels working in the woods logging, but we would pour gas on a rag and hold it over the air intake until it started. It would knock and sound like crap but it would help prime everything. If you try it make sure once it hits you cut it off and make sure you hold on to the rag, cause it will suck it up if you are not holding tight.

If it was running right before he stalled it due to no fuel, I'm willing to bet it's just not primed...did you try to crack the lid on the canister and bleed the air off daniel? It might be airlocked....crack the lid and spin it over and see what happens

Ok. No fuel getting through the fuel pump. Off to get new one tomm. It's running but not pumping. Tried to pressurize fuel tank. Didn't work. Thanks for all the info.

I have topped of the eng oil and had them start up. I have also filled the fuel filter and hooked a chain to them and pulled them off if it is standard trans. In cold weather o-rings shrink up and allow fuel lines to suck air. Blowing air in the tank should fill up the filter. I have cranked a bunch of them ,you just have to keep trying things until you find something that works.

May have to completely bleed all the lines if there is air in them? this....once air has entered the system you have to purge it. It's not fun. Any air pockets in the lines will show up, motor will start running but keep going dead. It's a pain
