I know of a small one built out of wide wire shelving. Tied together with copper wire on the corners and a hinged lid over a hole in the top. It won't hold a hundred pounds of fish but it could be made bigger.

For catfish we got a plastic barrel and drilled holes all in it and then wire tied two big noodles to it about 3/4 to the top and tied a rope to top and it works fine. When you start pulling it up the water will start going out thru holes and won't make it heavy to lift at all. Keep drilling holes till u get it just right to pick up and the fish will stay alive till u clean them.

Here's the reply I received this afternoon.

Dear Sir,

A fish holding pen that is not designed to catch but only hold fish would be legal. However, you could not have in excess of the daily creel limit for any species at any one time. In addition, the use of such pens to hold fish and later enter those fish in a tournament would be a violation of law.
