A hacksaw will cut that small bar pretty easy, hold the lock with a set of vice grips and in 20 seconds it will be toast. I've done it on these and the dog bone type through the receiver hitch. A grinder will cut it or any other lock like butter too. A hacksaw and a hammer will work wonders on a lock.
