Pneumatic or electric Cut-off wheel has worked for me in the past.

I'd try drilling the lock out. After I ruined a bit or two, I'd take a ham dammer to it.

Reciprocating saw. It worked like a champ on mine.

I bit one thhree times with a sledge and it came right off

I did the same thing once. I drilled it out then took a 2 lbs sledge hammer and gave it a good whack. Took a while to drill out but it finally worked.

Take to hammers and hit the lock from opposite directions at the same time. Or one really big hammer

If it's the type that has a ball the fits inside the tongue and a shackle over the latch , they all use the same key . I have three of them and the keys are the same . I will give you a spare key if that's the type you have .
