You can call this bill the anti-49er bill. They are admitting that wildlife management restrictions on our right to hunt is not currently authorized by our constitution. Not exactly anti-49er. That's the way it's supposed to be done... just before instead of after such restrictions. The people of this state have the exclusive right to make such a decision to allow restrictions on fundamental rights. I'll be voting NO if the bill passes.
