The Democratic member literally started POUNDING HIS FIST and YELLING, and the hearing was then ADJOURNED.
REP. KEITH SELF (R): I will now recognize the representative from Delaware, Mr. McBride.
REP. KEATING (D): Can you repeat your introduction please?
SELF: We've set the standard on the floor of the House...
KEATING: What is that standard? Would you repeat what you just said when you introduced a duly-elected representative from the USA?! Please?

This crap would stop if they would just use the following as how to determine sex.
If your chromosomes are XY you are a male, XX and you are female. There is no surgery or hormones that will change that. Some dude can get a set of bolt on boobs installed and chop off their wiener but they still have XY chromosomes.
If you base it on a penis being visible you will get freaks who can argue. There is not arguing with science\chromosomes.
