They have autolift bollard barricades at the Bourbon entrances on Canal and the other end.They were just brought down cause it was clear out time for the Quarter. If you have been there in a crowd at 2:00AM they bring in horses and cars to send folks home for the evening. Its a routine procedure for them. So the terrorist knew ahead of time that the bollards would be dropped around 0200.
