I would try to keep any food items out of the bin. Maybe try a grease trap for septic to discard grease and a if your need is evident an organic compost bin. Cayenne is good, but there are hotter peppers out there, but you are going to smell the wrath of using it. Once they get a taste of those good leftovers you and Mrs. IRISH have they will make it a nightly trip. Step out, spray his arse with 12 gauge #8 bird shot and run. All continues eat bear backstrap.
