If it's ethanol gas that sat up in it too long you may have to rebuild it.

Not sure what the carb is on but sometimes much easier to buy the cheap china carbs and install vs cleaning/rebuild.

I have repaired several carbs on small engines if thats what you are talking about. Some require soaking and I usually soak them in gas and clean them with a brush. Others I can get away with just cleaning with carb spray. Others I have had to do a full rebuild. I just ordered a kit today for a walbro for a kohler engine. Sometimes I just have to take them apart to judge just how dirty it is to see what I need to do to it. Just be careful with the gaskits they can tear easily. Dont forget to inspect that small yellow fuel line. It's cheap and I replace it often.

The float sticking? Take it out and spray the pin with carb cleaner and scrape it clean. Use 40:1 true fuel from now on.

If you think it'll crank , drain the old fuel , get some hi-test non-ethanol , get it cranked . Then add some Sea Foam and run the wheels off. That may save a removal and rebuild if it'll run now. I'd try it before tearing into it.

If it's really bad you need the carb cleaner in the gallon paint can. Take care apart,pull all the jets out and soak it for a few hours. Then blow it out with compressed air and put back together.

Take it apart an soak in vinegar over night . Then clean it with brake cleaner in spray can . If that doesn’t work boil it in half vinegar an half water .

I’ve noticed on several carbs I’ve worked on, be it small engine or two or four barrels, the bowls will evaporate and leave a layer of crust/corrosion on the inner aluminum if they’ve been sitting a while. This crap will suck up into the idle circuit and/or main jet and they’ll never run right. I’d take it apart and spray out all the orifices with carb cleaner and compressed air to start. I only run non ethanol in any carbs I have now, and run the bowls empty when it’s gonna sit.

For future reference I religiously run stabil in every tank of gas that I use on outdoor equipment along with non ethanol gas. I haven’t bought any recently but I also used to run marvels mystery oil also. I never have a problem.
