I did a Texas hunt a few years ago, and yes, that was the rule. Back then anyway.

Ammo has been in the same case as my guns everytime I’ve flown. Non TSA locks on the gun case.

Straight from the TSA's website.... Ammunition Ammunition is prohibited in carry-on baggage, but may be transported in checked baggage. Firearm magazines and ammunition clips, whether loaded or empty, must be securely boxed or included within a hard-sided case containing an unloaded firearm. Read the requirements governing the transport of ammunition in checked baggage as defined by 49 CFR 175.10 (a)(8). Small arms ammunition (up to .75 caliber and shotgun shells of any gauge) must be packaged in a fiber (such as cardboard), wood, plastic, or metal box specifically designed to carry ammunition and declared to your airline. Ammunition may be transported in the same hard-sided, locked case as a firearm if it has been packed as described above. You cannot use firearm magazines or clips for packing ammunition unless they completely enclose the ammunition. Firearm magazines and ammunition clips, whether loaded or empty, must be boxed or included within a hard-sided, locked case. Please check with your airline for quantity limits for ammunition.

Also, in regards to locks on gun cases...again, straight from the TSA's website.... Only the passenger should retain the key or combination to the lock unless TSA personnel request the key to open the firearm container to ensure compliance with TSA regulations. You may use any brand or type of lock to secure your firearm case, including TSA-recognized locks.

Anyways, the original ammo box will help prevent questions that may arise beyond the standard , "Is it unloaded". I had the original unopened ammo box in the gun case and had no issues, other than chuckling when I went on an archery hunt and the B'ham TSA lady asked if my bow was unloaded?
Lord, please help us get our nation straightened out.

And the hard case, which wasn't mine was beat to $hit when we got to Texas. My Bro in Law was smarter. He put his guns in a hard case for golf clubs. No damage to his.

Ammo no longer has to be separate but it has to be in the factory box or a box made for ammo. Not in the magazine. This. I flew this summer on 2 different airlines. American and United had me fill out a simple form saying I was in compliance. Never checked my pistol case. Simple.

We flew out west in July and I carried two hand guns in one locked case. A box of ammo and two magazines for each. Magazines were empty and I added a cable lock to each. I had a label with my name , address and phone number on the case. I walked up to the counter and stated”I need a declaration for a case inside of this suitcase.”Filled it out and they attached it and checked to make sure the locks on the case were closed. That was it. TSA never asked for my keys on the way out or on the way back.
