Definitely a Lee lock ring. Appears to be a powder thru die from a progressive setup.
"Cull" is just another four letter word...

It is no powder thru die because there is no hole in top of die

Lee seater die. It's definitely a Lee lock ring,is it 7/8x14 standard?
Skinny is my EX.Alcohol was involved.

TO ANSWER MY OWN QUESTION IT IS NOT A PISTOL SEATER DIE NOR A SEATER DIE , Tried to seat a bullet will not work, A 223 OR A 6.5 CREEDMOOR WILL GO UP INTO DIE BUT DOES NOTHING TO SHELL
