A sheriff or other officer acting as sheriff, his deputy or any constable, acting within their respective counties, any marshal, deputy marshal or policeman of any incorporated city or town within the limits of the county or any highway patrolman or state trooper may stop any person abroad in a public place whom he reasonably suspects is committing, has committed or is about to commit a felony or other public offense and may demand of him his name, address and an explanation of his actions.

Anytime a police officer rolls up and asks for ID, you are a suspicious person and have to give it! That's not at all what the law you quoted says.

What's a 27 or 28 in cop lingo that the Pastor said he didn't want "run" on him?
The left lane is for the the purpose of moving the flow of traffic forward regardless of the speed limit. If your impeding the flow of traffic get your ass in the right lane. It's really that simple...

Only nit I'd pick in the video is when the guy gave his name of Pastor Jennings. That's a title. First & last name is what is expected.

What reasonable person would think that someone simply watering flowers is committing, has committed or is about to commit a felony or public offense? It certainly wouldn't be the ignorant racists who think a black man shouldn't be in their neighborhood.

These days, I wouldn't have a law enforcement job. Let's say they walked up, he told them he was watering flowers, they left, he burglarized the place? They didn't just happen by, they were called for suspicious person. Damned if you do, Damned if you don't. Valid points & I agree, though as a reasonable person I have to believe if Pastor had given his name from the jump it might have gone smoother & could have prevented an arrest or further drama. I don't think it unreasonable to cough up your name. I didn't see any reason for the police to put him in cuffs & arrest him. I mean, diid they witness him commit a crime? Did anybody?? Was there an attempt to call the homeowner to clear the air on things?

He gave his name. Said he lived across the street.
Well, he said "Pastor" and I agree that's not enough. Pastor Joe Smith might have been better.
But they wanted physical ID and he didn't have it, which we're not required to have on our person 24/7 here in the United States. Even if he had told him his full birth name, DOB, address and blood type, they wouldn't have let it go and still would've cuffed him because he was black, not showing ID and not doing what they wanted.
He was in a no-win situation no matter what.

The officers were told a call came in about a suspicious person. The guy on the property said he didn’t live there. He may have had permission to be there, but at that point, his suspected crime would be trespassing because someone reported it. That would give the police valid grounds to ask for ID. I am not a lawyer and didn’t even stay at a Holdiay Inn Express last night, but that’s how I saw it. I’ve seen plenty of vids where the law enforcement officers were out of line, but this didn’t seem to be the case here.
If you do the things you need to do when you need to do them then someday you can do the things you want to do when you want to do them.

Problem is everybody is an adversary on both both sides. If you don't immediately comply with the cops your an adversary. If the cops are questioning you and you have a reason to be there then you are an adversary. Why can't we all just get along?
