And just what were they up to ?  Ha..that's what I was wondering. I found a more detailed write-up on him that said, generally speaking, they were not allowed to conduct business with natives without getting some sort of permission/approval from from the government first. He apparently decided to do it anyway and got fined for that, along with frequently skipping church. It is thought he probably just paid a fine and went on about his business.
