Your concept of ownership of game and the right to hunt is different from God's concept and the "PEOPLE" of our state's concept of government as it effects those rights.

Our constitutions protect rights "endowed by our Creator". Our state constitution enumerates hunting as one of those rights.

The Alabama Legislature wrote a law that states:

The title and ownership to all wild birds and wild animals in the State of Alabama or within the territorial jurisdiction of the state are vested in the state for the purpose of regulating the use and disposition of the same in accordance with the laws of the state.

No law currently exists that authorizes the DCNR to implement wildlife management rules such as your qdm limits on privately owned and leased lands.

The "PEOPLE" you refer as owners of the deer adopted our Constitutions that forbid agencies of the executive branch from assuming legislative powers.

Here's an example of how it can be done within the law:

That law was written by our legislature that was elected by the "PEOPLE" in accordance with the provisions of our Constitutions. It wasn't written by a handpicked board acting on the advice of handpicked cronies of a commissioner.
