You are correct David, I think it became a cluster... as soon as the idea was announced.
Anytime the elected folks get a wind of free money, they start scheming on how to get it, which is what happened with PACT. That is why we dont have a lottery.
Yep. Texas got the lottery saying the funds would be used for improving education. What they failed to tell us, that for every dollar the lottery created, the legislature took away that dollar from the general fund.
