I wish I hadn't wasted my money on a lifetime license....all the add on permits, fees, and other crap are ridiculous. All sorts of add ons to the “life time was supposed to cover everything” license. I’m sure that’s one of them. You're exactly right, and what the department of conservation is doing would not hold up in court. When I bought my license years ago it was to 'cover all hunting and fishing'. They've found a new way to generate revenue (tax us) and will only continue to add more stipulations.
