I think that to meet the criteria, a "greatest voice" should be able to cross all genres and have mass appeal. There are a few listed that are good within their genre but couldn't appeal beyond. It's got to be someone who could do Country one day and do Pop the next. A Linda Ronstadt, a Karen Carpenter, a Juice Newton.
