Depends on two things. Their loyalty and what they have to lose.
I had top secret security clearance in the military and I still carry some of those secrets.
I'm sure the majority of us carry secrets we never even told our wife. It's not that complicated. yep. if you get people to understand the magnitude of the information...you can get thousands to keep their mouth shut
