I just got off the phone with Alabama Department of Conservation.
First the License dep. Then the Wildlife devision.
I am over 65 and most all license and permits are at no charge to residents 65 and older.
There seems to be a misprint,which will probably be corrected.
Baiting on private land permit is not optional. Even though it did say it is .
So. ...

It's been pretty well hashed out on here that EVERYONE who intends to hunt over bait has to pay the fee, even those with lifetime licenses or those otherwise exempt from needing a license........it's also been agreed upon, pretty much universally, that it is a terrible policy.

It’s 15 dollars good grief. Hunter numbers are falling every year. They have to find revenue to support the Department somehow. 15 dollars is nothing. I’ll blow that in one hand of cards at my weekly poker game.🤦‍♂️

Hunter numbers are not declining. I wish they were, but they're not.
License sales might be declining, but the number of people engaged in hunting has been rapidly increasing.

Just like the alligator "lottery" application fee. The cost now just to apply for one is $22. I think it used to be $6 and then maybe was $10.

They get thousands of applications each year. Think the process for someone to type in their online application information has increased in costs from $6 to $22 in just 10 years? You're filling out an online application and hitting "send" but having to pay almost four times the amount it originally cost to do so.

Charging another five or 10 bucks for the "privilege" to bait won't phase them a bit in a few years.

Perhaps a peaceful protest is in order.

To me the point isn't so much the money, it's the fact that even though I have a lifetime everything license that was supposed to cover everything I would want to do, I now have to jump through (and remember to jump through) the license-buying process every year. Bait permit, reef fish privilege, who knows what they'll come up with next.

The sad thing is, baiting is still illegal.
Can I purchase a permit to drive intoxicated?
Can I purchase a permit to rob a liquor store?
Can I purchase a permit to murder someone I don't like?
Can I purchase a permit to smoke crack and consort with prostitutes?

I brought a misprint to everybody's attention so that later one of us don't get busted for something that was stated different in two different places on the Departments rules.
I bought a lifetime hunting license way back in 89. I have plenty of my own beef with the D.O.C. adding fees.
But like someone pointed out.
It's been hashed out a LOT.

I bought a lifetime license when I was 16 years old that was supposed to cover any kind of hunting I wanted to do in AL for the rest of my life, even if I moved out of state. Now I live out of state but when I want to hunt at a friend's place in AL where he has corn, I have to pay an out of state bait license for $51. That is a BS money grab that has nothing to do with wildlife conservation. I'm fully expecting that Alabama will soon require a "big game permit" to hunt deer, and an "archery permit" for bow season that won't be included with my non resident license. Either baiting is bad for wildlife and hunting or it isn't. If it is bad then you shouldn't be able to buy the right to get to do it anyways. If it's not bad, then a basic hunting license should cover any legal means of hunting, just as it always has.

Remember, the word "license" means the state can submit it to the USFWS to receive more money returned each year. A permit does not.

That's why the "baiting license privilege" is phrased that way, and also why everyone from 5-year-old Lil'Jimmy to 85-year-old Grampy Joe has to have one. It increases the amount of federal excise tax money returned to the state.

A weapon-specific permit for bow, gun, muzzleloader or crossbow like in other states would not do that. But it wouldn't matter because like in those states, if you want to hunt with a crossbow and muzzleloader you have to buy a permit for each on top of your license and any other permits (like for a WMA). They get their money.

Those weapon-specific permits are easy money. Too easy to pass up. They'll be here, eventually. Bank on it.
