Doesn't matter about deadly force and a tazer being regarded as deadly is just retarded even for the slow thinkers.
He heard a pop and saw a flash from the suspect. The tazer was fired at them and one barb appears to have hit the other officer. Clean shoot.
He did not know whether the suspect had a gun. The flash and pop indicates a gun whether it was his tazer being fired at him/them or not.
