Kinda dumb....really only works for anyone who doesn't have a license at all (which I guess may be the intent, to bring in new folks). Anyone that bought a license already has one good through August...and it's not like you can use this to extend it another year, because if you buy a license mid-year it still only goes through end of August. So this "promo" is useless for anyone that already has a fishing license.
There are 3 certainties in an uncertain world:
