I think an app that turns off phones while vehicle is running would be great safety factor.
What if you are the passenger in the car?
That's the Achilles heel of that strategy.
No its not. Most of us grew up without cell phones. Anyone can live without a cell phone.
You can damn sure survive a road trip.
Then my wife would have to talk to me in the car. And it would lessen my control of the radio. Not sure I like this plan.
Though, we usually don't allow our kids electronics in the car, so I guess she would just read a book and not talk to me anyway.
