For me it is the Zeiss Conquest. Even if it is discontinued.

This is the answer. If you can find a used one for sale in good condition- buy it.

Best imo also, can’t go wrong especially with the #4 reticle.

If I agreed with you, we'd both be wrong.

Under $200 you can buy a Weaver Classic Extreme with an illuminated reticle. I've owned Meopta, Trijicon, Leupold, Burris Black Diamond, Sig Whiskey, and a bunch of others but the Weaver has been the one of stuck with because it's the best value with nearly as good low light performance as the Meopta Meostar I had. It will definitely allow you to see way past legal light and it is tough as nails too. Only downside is it's heavy but that hasn't been a problem for me.

Conquest or Bushnell Elite 4200.

Best 3-9 values ever made IMO.

I bought a Leupold 3-9x40 Vari-X II on here several years ago from Mark.
It has a German reticle. I’ve never seen another Leupold with that reticle.
Best money I’ve spent on a scope.

AC I’ve got a leupold euro 30 4-12x40 with a German #4 reticle in it. It and the meopta’s have the thickest side and bottom posts I’ve seen.

Don't buy into the spend as much or more as your gun cost crap.people been killing deer with elcheapo trashco scopes for years and will keep on.older I get the more I spend on scopes but the cheap Simmons I bought years ago still are perfectly fine for killing deer and shooting tight groups.now I stick to made in USA Leupold but there's lots of good competition that all work fine.bang for buck is Leupolds new freedom line

Cool, isn’t it?
I need to look at a Meopta sometime.
