Why is it illegal in high school? Trying to prevent injury??
That is the reason they give. Say the RB is too exposed when he is in the air. My guess is someone got hurt bad one time and it caused a rule change. HS rules are standard across the country for the most part so no telling where it got started but it was adopted by the National Association.
