Call ADEM anonymously and express concern about “chemicals” being released into the sewer system. If they are not paying rent or utilities my guess is they are not following a water permit either. They will take care if the rest.
Sounds like a terrible idea to me. I could see this backfiring and once ADEM finds those chemicals they will become Hoggin's problem which costs him even more.
