I think y’all are barking up the wrong tree with all of that. The fines and how they are are distributed within the system is all set by the Legislature via Law; not DCNR Regulations. The same goes for the licenses.
It don't take much to teach most a lesson. It's the ones that have broken game laws a lot that's the problem . You go over board on the first timers you just over kill the punishment
