I think he has made it pretty clear from this and past statements that his goal is to have no exceptions to hunting period. This was just the first thing he was able to get the rule makers to bite on knowing that the thoughts of big bucks coming to a corn feeder has too much appeal. Mark my word, if given a chance, he will have landowners on their own land, senior citizens, and children buying hunting licenses.
I'm sure he lays awake at night trying to figure a way to make Lifetime Licenses null and void. Simply put, he wants hunting to once again be a sport of the nobility.

This is what he was able to slide in the door to get the avalanche started.
Some hunters gleefully accept it because it's what they've wanted.
It simply opens the door for more.

Exceptions = less revenue, so I don't ever expect any exceptions on this one.
What if you drop someone off while it is still dark and your gun isn't loaded? If you drive by a bait location, can they ticket you for hunting from a moving vehicle and hunting over bait with a baiting privilege license???
My hope that common sense prevails is almost non-existent based on what I've seen from the top on down, as far as the DCNR is concerned...
If you participate in another persons hunt in ANY way you have to have the baiting permit if they are hunting over bait.
Dropping off someone at a stand and you're required to have a "baiting license permit" to just drive someone? Nope.
What about going out to drag a deer for someone? Or gutting it? Or sitting in camp planning where they should go tomorrow?
Guess I'll quit deer and turkey hunting unless I know there is no bait on the property.
And all the frogs in the pot of water gleefully saying, "It's only 10 or 15 dollars!" just continue to get cooked.

Now that Chuckie has clarified the rules for everyone, I want to see a GW ordered sent by Chuckie to the front gate on Ainsworth's high fence property and every single employee that he has working there inside the fence, checked for a valid baiting license. All are participating in hunting related activities by assisting guests on their hunts over bait. I want everyone not holding a valid baiting license to be issued a ticket all the way down to the cooks, paying clients, the housekeeper, the guy that cuts the grass at the lodge, all the guides, the secretary that took the reservation, the lodge manager, and the guy that processes the deer killed there. Once he's done with that he can go to the Ainsworth family members offices/places of business and check all of them since they all benefit financially from it. Chuckie made the rules and I want to see them enforced equally on all the big money folks just like he will be insisting is done on the dad that is taking his 4 year old with him to his stand on the 40 acres that he owns behind the house.

Had to know something like this was coming when he redefined the word "area" to mean 100 yds away and out of sight. There was no precedent anywhere for such a definition; he just made it up in what seemed to me a way to circumvent the legislature. And once so many people were using bait as part of deer hunting, it was much easier to get the legislature to finally go along.
He is playing a long game and he is winning. Now he can focus on getting the much shorter turkey season and the much lower limit that he has wanted for years.

An attorney with a lifetime license needs to take this to court. I bought a lifetime license under the premise of never having to buy another license. They specifically called this a license so they could get matching funds.

The overwhelmingly majority of the biologist in the DCNR didn't support any baiting bill due to the possible adverse affects it can have by killing a deer were other deer eat of off the ground. Believe me when I tell you that this was all political. Same as the extended season in the North zone.

Only thing a GW COULD do is go to the Juvenile Court of that county and sign a juvenile petition against your son for violating the law, and it would go before a Juvenile Court Judge. NOT FKN HAPPENING. That petition would get a GW laughed out of court in ANY Juvenile Court that I have been in, they have way more to handle than BS like this. I would politely remind the GW that the CHILD is under age and please go away.

If a youth -- age 15 or under -- doesn't currently have to have a license but must have the "baiting license permit" to hunt, that means they need a hunting license.
Which means a regular license. Or a special "youth license" for anyone up to age 15, after which point they buy a regular license.
And with that, more money.
Because out of the liberal playbook, if you're not paying your fair share and are a teat-sucking leech then you need to pony up like everyone.
