Fully automatic weapons have been illegal without registration and a tax stamp since the National Firearms Act of 1938.

So what did the 1986 Reagan order change? Did it just cap the number of full auto rifles in public hands at that level?

Reagan stated that no fully automatic weapons manufactured after 1986 could be owned or possessed by civiliations. Post 1986 fully automatic weapons can only be possessed by the government, federal, state or local.
