The only thing I can think of that would make that big a difference in the bouy wind speed and the wind speed from the Hurricane hunters is that the bouy is on the surface and the hunters are 10,000 feet or more off the surface.. Dropsondes that hurricane hunter aircraft use measure data all the way to the surface. I did not know that....
