There are systemic problems in the area......from bottom to top!

And, you are correct that there are some 'at the top' who have a vested interest in it remaining just as it is!!!

I do not know what the true answer is.
However, I do KNOW that the absolute lack a presence by ANY Law Enforcement Agency is NOT going to help one bit!
