black tarp is mostly to keep the deer out of sight of yer outlaw road riding rat ass neighbors...and keeping the owners out of prison for shooting said rat ass neighbors for shooting the deer. Yep that's why they're always cover like said above or have a thick hedge or tree row blocking the line of sight. There is a high fence in Troy with elk and the whole roadside of the fence is covered by thick planted cedar trees.
