This is exactly why hunting over bait should carry a MASSIVE fine and include jail time.
Make it so nobody would risk it. This, a $25,000 fine and 24 months in jail and loss of license for three years would fix this. Why stop here. Go ahead and make it a felony so they can't use firearms anymore. At least it would help curve the overkill of does so many are complaining about now.
