Those are ADA members, not necessarily breeders on high fence owners. Many that I looked at were neither.

Can Alabama breeders import semen from other states? It seems the breeders can legally get superior deer from others in Alabama and wouldn't have to go out of state.

Yes. Semen straws are a big business.

A guy at our shop has a high fence pen, sells deer to shoot to high fence hunting outfits and the game warden checks his paperwork at least once a year, maybe more. I guess that means he's one of the 200+ licensed breeder facilities or is there something else that distinguishes a breeder facility?

I made a loop including 82E, 51N, Macon County 2 and Macon Co 19 today working. Think I counted 10.

FYI- property at intersection of Macon Co 19 and Macon Co 2( near Hardaway for sale. 629 acres...$2,900 acre.

If he is raising/selling deer then yes. And his deer are accounted for during a site visit.

Educated guess, almost all enclosures purchase deer from breeding facilities for different reasons.probably less than half of these breeding facilities also have an enclosure that they pay hunt. The market is being driven by a constant demand of what the breeders call shooter bucks ( typical in the 120-170 range) These shooter bucks are being bought by privately hunted enclosure as much or more than pay hunt enclosures

Not for me either but if you want to do it, I don't care. I don't fish or go to college football games either. But those that do, it doesn't affect me, so I never think about it.

Now what I do care about are the deer on the outside of the enclosure and the hunters. I feel the deer inside the enclosure should be determined as private property and fall under the USDA. If every deer inside an enclosure is killed, it has no effect on the hunters outside. Not likely and just the opposite probably with it be better managed inside. Also, in no way should deer inside an enclosure be considered when managing the free ranging deer.
