report it to your local power provider, sounds like substation load is unbalanced, which will make the breaker operate when amps differ in large amounts from each phase. That's a good point. Most ground fault relays don't actually measure neutral current, they calculate the neutral loading based on phase currents. An imbalance could memic a ground fault.
