I think one thing the state could do is try to shorten the length of gun season. The major hurdle in doing that is having deer that rut anywhere from late Nov through early February all across the state. It could be done, but it would take more than just 3 zones like there are now, a much more intensified focus on the deer rut statistics and genetics for particular areas. I think having a one size fits all gun season that last nearly 3 months is excessive to say the least. Shorten the gun season length, break it up into 2 periods perhaps, and you'd probably see numbers rebound significantly and have less pressured deer when it came time to hunt with a rifle.
